The only way to have no tether is to use a dedicated server on a PC. The ram requirements to have a fully active map are too great for any console. If you've got a spare PC with a decent amount of ram (8-16GB) you can run your own for 2 people, no problem.

I think you can only change the tether distance on pc. You can't change the tether. It's a limitation of consoles that they don't have the power to load the entire map.
