Either way the carb needs to be disassembled and inspected. When you get in 2nd, 3rd, or 4th gear you can give it gas but it will not speed up right away, it will start speeding up slowly and once it gets enough speed it runs fine, or until you change to the next gear. It kinda feels like it is winding up like a fully automatic atv does. The 360's are notorious for having drivability problems due to the valves going tight.
